Watch the Commissioner outline the ECO’s new responsibilities for reporting on energy conservation activities in Ontario:
After the passage of the Green Energy and Green Economy Act in 2009, the ECO will produce an annual report on progress of activities in Ontario to reduce the use or make more efficient use of electricity, natural gas, propane, oil and transportation fuels. This will include:
- Describing results of initiatives to reduce or make more efficient use of the prescribed fuels
- Describing progress in meeting government-established targets for the prescribed fuels
- Identifying barriers to implementation of conservation and efficiency of the prescribed fuels, including those found in Ontario, federal and municipal legislation, regulations and policies, as well as local by-laws
Starting in spring 2010, we will be inviting your submissions about successful energy conservation initiatives that you know about, or barriers to energy conservation that you have experienced. Watch this space!

3 POSSIBLE RESOLUTIONS FOR DISCUSSION AT TOWN HALL ON CLIMATE CRISIS – JANUARY 26, 2010

Speakers: Glen Murray, MPP, Lynn McDonald, former MP, Peter H. Russell, constitutional expert
1. BE IT RESOLVED: that current carbon dioxide emissions, at 392 parts per million, and recent extreme weather events, justify that the federal government of Canada declare a state of emergency.
2. BE IT RESOLVED: that federal, provincial, and municipal governments of Canada ratify the Cancun Agreement to reduce carbon emissions by 40% of 1990 levels by 2020. (60% of 2010 levels).
3. BE IT RESOLVED: that the Parliament of Canada, Legislative Assembly for each province and territory, and municipal or regional council, create and properly fund the position of Climate Action Commissioner for each jurisdiction. Each Commissioner’s responsibilities will include policies and programmes which reflect the ethical and practical considerations that are key to implementing the Cancun Agreement. Possible areas of responsibility would include:
a. That all professional, semiprofessional and/or paraprofessional groups study causes and effects of Climate Change as part of mandated annual professional development, to renew certification, etc. Furthermore, that this education be mandated for every newly certified member of all occupational groups.(cf WHMIS)
b. That rationing be considered as a means to reduce emissions quickly.
c. That subsidies to oil industries be discontinued immediately.
d. That advertising luxury goods and aeroplans be restricted.
e. That military emissions be included in national emissions counts.
f. That all government staff and elected representatives be no longer eligible for air plane travel vouchers – that rail or bus vouchers be issued instead.
g. That where hydro generation is reduced, exports of electricity be curtailed.

We need Climate Action Commissioners to measure CO2 down to the ground level, and decide where cuts should be deepest. These Commissioners would not be distracted by the day to day infighting which seems to confront environmental ministers. They would be more knowledgeable about the nature of this emergency, and more forceful in being proactive, rather than reactive.
Banning activities like demolitions, and needless road construction, when rail and building conservation are more friendly activities to the environment, and have to become priorities.
